The Big 5: Minimum wage bill must get to NASS by Dec. 31 – Labour threatens FG; ASUU strike is likely to affect 2019 polls – INEC | Other top stories

These are the stories you should be monitoring today:

The Independent National Electoral Commission (INEC) has expressed worry that the ongoing strike by the Academic Staff Union of Universities (ASUU) will impact negatively on its preparations for next year’s general elections.

Chairman, Information and Voter Education Committee of INEC, Festus Okoye, who disclosed this on Thursday in Abuja during a one-day seminar explained that the electoral body draws over 70 per cent of the staff need from students of federal tertiary institutions, noted that it is near impossible for members of the National Youth Service Corp (NYSC) to provide all the ad-hoc staff requirements of the commission.

“For the 2019 elections, INEC will recruit and deploy over 1 million ad-hoc staff made up of lecturers and students in federal tertiary institutions and corps members. This category of staff will serve as returning officers, collation officers, supervisory presiding officers and assistant presiding officers. So, it is important and imperative that they are in school a month before the election,” he said.

Following President Muhammadu Buhari’s statement on Wednesday that a “high powered technical committee” would be set up to device ways of ensuring that the implementation of the new wage did not lead to an increase in the level of borrowing, organised labour on Thursday gave the Federal Government up to Dec. 31 to send the tripartite committee report on N30,000 minimum wage to the National Assembly.

Addressing newsmen in Lagos at a joint meeting of three labour centres—the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and the United Labour Congress (ULC), NLC President, Ayuba Wabba, said that the organised labour cannot guarantee industrial peace and harmony in the country if the wage report was not passed for implementation on or before Dec. 31.

“We reject in its entirety the plan to set up another `high powered technical committee’ on the minimum wage. It is diversionary and a delay tactics. The national minimum wage committee was both technical and all-encompassing in its compositions and plan to set up a technical committee is alien to the tripartite process,’’ he said.

The Senate and the House of Representatives on Thursday passed a resolution asking the Federal Government to investigate the circumstances surrounding the assassination of former Chief of Defence Staff, Air Chief Marshal Alex Badeh (retd).

In a motion sponsored in the Senate by Senators Binta Masi Garba (Adamawa North) and Bala Ibn Na’Alla (Kebbi South), the upper chamber also urged security agencies to search and rescue Badeh’s personal staff abducted and held hostage by his assailants.

In same vein, The House urged the Inspector General of Police (IGP) and Director General (DG)  of Department of State Services (DSS)  to investigate and uncover those behind the killing of the former Defence Chief.

Meanwhile, the Senate on Thursday confirmed the nomination of Prof. Bolaji Owasanoye and eight others as chairman and members of the Board of the Independent Corrupt Practises and Other Related Offences Commission (ICPC).

The other confirmed nominees, whose nominations were sent to the Senate by are Yahaya Dauda (North-central); Abdullahi Saidu (North-central); Hannatu Muhammed (North-west); Justice Adamu Bello (rtd) (North-west); Dr Grace Chinda (South-south); Okolo Titus (South-east), Obiora Igwedebia (South-east) and Mrs Olubukola Balogun (South-west).

It subsequently adjourned plenary to Wednesday, January 16.

Vice President Yemi Osinbajo, has described critics of the ongoing Trader Moni programme being implemented by the Federal Government and the Bank of Industry to empower petty traders as absurd; stressing that the programme that has affected millions of lives.

The Vice President who was speaking at the Command Centre of the Trader Moni programme located at the BOI headquarters in Abuja, said the programme is not a vote-buying measure employed by President Muhammadu Buhari ahead of the 2019 general elections and could not have been set up primarily to secure votes as alleged.

“In any case,  it was approved by the senate and the entire National Assembly. If a programme is duly approved by the National Assembly and we are going out and implementing that programme and doing it as vigorously as possible, I don’t understand where anyone will get that kind of notion from, it’s a very weird notion,” he said.

Check out these tweets from women testifying to the impact of #MarketMarchYaba

Last week Saturday, a group of women marched into the popular Yaba market to protest against the perennial sexual harassment women face in the marketplace. A movement pioneered by feminist Damilola Marcus, these women were joined by male allies and held placards, shouting into megaphones and shaking the status quo with their collective, impassioned voices. The hashtag #MarketMarchYaba burned into social media with resilient fury, clips of the march going viral and showing the familiar antagonism, derision, and condescension from men, male traders whose first impulse when they see a woman in the market is to touch her inappropriately.

This, of course, stems from male entitlement reinforced by patriarchy, and the first outing of the #MarketMarch movement and its tangible impact is indicative of a paradigm shift. Already, I have been seeing tweets from women thanking the movement, going unharassed or left alone as they went to Yaba market after the protest. Reportedly, more market protests have been slated for next year and a revolution has just begun.

Wanted: An Honest, Self-Reflective, Grown-Up Nigerian Army

$

On one hand, it is difficult to bash the Nigerian Armed Forces.

They have been, to put it mildly, undercut in recent times by political calculations. They have often been thin on resources, especially when elections are on the horizon. The case against Col. Sambo Dasuki (rtd) by the federal government hasn’t progressed quickly enough to inform the public on whom should be officially blamed for Boko Haram being active into 2015.

But from the moment Muhammadu Buhari, a former member of the Forces, became Commander-in-chief, things were supposed to be better.

In the early days, there was much optimism that troops on the frontlines would be taken care of in body and mind, stable and motivated to protect Nigeria’s territory. Under his ‘reformed-democrat’ leadership, the Armed Forces would be professional in conduct. They will strategically combine fierce, calculated enemy combat with respectful, dignifying treatment of civilians and innocent citizens.

Regretfully, this script has not been followed. All that hope actually unraveled almost immediately the administration kicked into gear.

Since Amnesty International reported the Zaria massacre of 2015, the Army has been frosty towards criticism. Every conversation or critique of the (in)appropriateness of their action is immediately tagged condescending and an attempt to destabilize Nigeria. Their watch-list now includes the United Nations Children Education Fund (UNICEF), an organization of many volunteers who have, in no small measure, prevented the fragile threads barely holding parts of North-East Nigeria (especially on the availability of education) from totally caving to the stress of insurgency.

But the reality of the Army’s deviant actions cannot be wished away by being angry and petty. Anyone who sees The New York Times documentary on the Army’s killing spree in Abuja late October becomes shocked, angry, worried and frightened.

Collecting hundreds of images and videos and recreating scenes using satellite imagery, The Times reverse-engineered the Army’s face-off with members of the Islamic Movement in Nigeria (IMN) along the Abuja-Keffi road. Cuts from the divided highway between Karu bridge and Kugbo furniture market where an Army checkpoint has been since the Nyanya bombings of 2014 are gruesome.

Among many dark details, the exposé shows the presidential guard – a special unit in a short chain of command to the President – was directly involved. Their involvement reveals how seriously the presidency takes/fears the Shiites protests. But it draws attention to an exercise of power so terrifying it bothers on crimes against humanity.

Were Buhari himself ever to address this, we should not be surprised if he expresses ignorance. It has been that kind of government where major decisions are taken on his behalf. But what would that say about his control of the Army, being the Commander-in-chief? If, without his assent, a guard almost directly reporting to him could go on such a fantasy excursion at a location sixteen minutes away from the Villa, not for a drill but to engage in blood-thirsty orgy, is Nigeria in safe hands?

But it is unlikely he wasn’t aware, placing full culpability for the gory pictures on him. Damned if he was aware, condemned if he wasn’t. This is a hot, boiling mess, one of President Buhari’s doing. As Zaki Biam and Odi remain in Olusegun Obasanjo’s file, so will this in Buhari’s.

Can there be any remedies? What can the Army do better?

Buhari did not act on the report of a judicial panel that recommended sanctions for the 2015 massacre. It is not surprising, then, that the Army has had license to not change. But instead of throwing toys out of the pram, the Army should be evaluating the reception citizens have of these reports. Whatever the ideological bent of these organizations, Nigerians are using common sense and judging these reports true and damaging. No spin or lamentation can thwart the force of their significance.

The directors and chiefs at Ship House should shelf bluster and knuckle down. Nigerians know that ‘fire and fury’ retorts are framed for messaging to terrorists, that the Army cannot be intimidated. Following Napoleon, never apologizing, retreating and never retracting seems best done by attacking the critic or fact-checker.

Those are rules for politics, however. An Army in a democratic setting, that functions in like a political machinery will never be trustworthy. The Nigeria Army for the 21st century has to be more circumspect and honest about its role and focus on doing it best; fighting clear aggressors with commensurate force. The ammunition used against the Shiites as shown by The Times are war-grade stuff, blowing away some protesters’ legs. There is no way to spin soldiers kicking and crudely beating up unarmed civilians in the streets. This was a disproportionate and barbaric exercise.

Nigeria’s Military needs enthusiastic partners to win the war against Boko Haram. But it won’t get far by sulking and spilling milk after being told to look in the mirror and see the bleeding sores it’s inflicting on itself. Femi Falana has kind of put it well: Stop harassing your helpers. And just as importantly, for goodness sake, let the barbarism stop.

Amnesty and co will continue their work. The Army should do more work and less talk. There can’t be many full blooded soldiers eager to work for bosses who sulk, neither will Nigerians afford sympathy for their welfare when their human rights record, at the moment, sucks.

These are the stories that drove conversation today.

The Information Minister, Lai Mohammed has said the Executive won’t trade words with the Legislature in terms of the 2019 budget which Senate President Bukola Saraki described as “hopeless”.

“Yesterday, we all heard the 2019 budget. That is a budget that has no hope for anybody because if you look at the statistics and the figures there’s poverty, if you look at the figures based on revenues that are coming in, there is nothing left. So where’s the future?”

Lai Mohammed said, “It is not the practice of the executive to be exchanging words with the legislative arm of government, they are independent, we are independent. To the best of our knowledge, we presented a budget given the circumstances of our resources this year, we feel that is the best we can. It is left for the National Assembly to consider it.”

A Chief Magistrate’s Court in Kano Friday, remanded Deji Adeyanju in prison until February 2019, after taking his plea and concluding that it lacked jurisdiction to hear murder charges against him.

“This is clearly an attempt to keep him unlawfully in detention,” Adeyanju’s lawyer, Yusuf Suleiman said, adding that the matter was concluded nearly 10 years ago and should not have been picked up again by the police, much less taken back to court.

The Senior Staff Association of Nigerian Universities (SSANU) has negated the recent comment by the Independent National Electoral Commission (INEC) that the strike by university lecturers could jeopardise the 2019 general elections.

The union said it found the statement ”highly unfortunate” and unbecoming of the national electoral umpire and notes that such ”unguarded statement” has a tendency to erode the confidence of Nigerians in the 2019 elections and is a threat to democracy in itself.

”We hereby demand that such unguarded and unbecoming statement is retracted in the interest of our democracy,” the spokesperson of SSANU, Abdussobur Salaam said.

The Joint Admissions and Matriculations Board (JAMB) has said that it will commence sale of the Unified Tertiary Matriculation Examination (UTME) form to candidates on January 10, 2019.

The board said it has 718 accredited Computer Based Test (CBT) centres, which will help in spreading digital literacy.

According to the spokesperson of the board, Fabian Benjamin, the registrar of JAMB, Ishaq Oloyede, also said the registration for the UTME would no longer be done at cybercafés but at accredited CBT centres.

The Buhari/Osinbajo Continuity 2019 Organisation said, through its National Coordinator, Hon, Ayuba Birma, that all campaign groups involved in the Presidential campaign should eschew bitterness and hate speech in the campaigns and preach peace through out the campaign, also promising to deliver 16 million votes to the President in the 2019 election.

The group said it planned to embark on a door to door campaign to ensure the re-election of President Muhammadu Buhari.

And stories from around the world…

US President Donald Trump tweeted Friday that a partial government shutdown “will last for a very long time,” seeking to blame Democrats for a potential government funding lapse that he said last week he would proudly own.

“If enough Dems don’t vote, it will be a Democrat Shutdown!” Trump wrote on Twitter. “House Republicans were great yesterday!”

Pope Francis has vowed the Catholic church will “never again” cover up clerical sexual abuse and demanded that priests who raped and abused children turn themselves in.

The pontiff dedicated his Christmas speech to the Vatican bureaucracy to the theme of abuse, after a year of revelations of sexual misconduct and cover-ups that rocked his papacy and caused a crisis of confidence in the Catholic hierarchy.

UK foreign secretary, Jeremy Hunt has pledged to make the fight to release of two Reuters journalists imprisoned by the Burmese government a top priority for the coming year.

The Jenifa star has joined the likes of Emmy Nyra who gave birth to twins this year and is currently documenting her nascent experiences on motherhood via a miniseries, and media personality Toolz.

The last time Akindele made buzzy headlines was back in January, where it was reported that she would feature in the third Avengers film. Of course, we know it subsequently wasn’t true.

Akindele appears to have confirmed the news with a #ThankYouLord post on her Instagram page.

These are the stories that drove conversation today.

The presidential candidate of the Young Progressives Party (YPP), Kingsley Moghalu, in an interview with Premium Times, laid out his plans if he wins the election in 2019.

He also said, “Let me tell you something. This campaign is operating at three levels. There is a level of the 10,000 feet helicopter bombing that is going on – speak in the media, television interviews and all that. There is the ground game. We have a network across this country. The YPP has a network. Me, as a presidential candidate, I have a network across 774 local government areas of this country. You will be shocked when the result of this network demonstrates itself in February 2019.

“I will win the presidency like Donald Trump won it in America in 2016. When we went to bed thinking we had walked into the coronation of Hillary Clinton and woke up in the morning and Trump was the president. That is what is going to happen in Nigeria.”

Union Bank Friday, admitted it owns the combined cash of $2.8 million (over N1 billion at N360 a dollar) which the Economic and Financial Crimes Commission (EFCC) said they intercepted at the international airport in Enugu.

The agency said the two suspects mentioned their affiliation to Union Bank and Bankers Warehouse, a cash-in-transit contractor.

Union Bank has denied any wrongdoing.

The Ogun Governor, Ibikunle Amosun has asked All Progressive Congress (APC) supporters to ignore the decisions of the national headquarters.

He also declared that he and his supporters were ready to battle against the interest of the APC national chairman, Adams Oshiomhole, in the state.

The Liberty Movement of Nigeria has said it will mobilise over 30 million Nigerians to vote President Muhammadu Buhari for the 2019 election.

The group national coordinator, Sola Ajayi said, according to The Nation, that the country would be better if Buhari and Vice President Yemi Osinbajo were re-elected.

The Federal Government, through the Information Minister, Lai Mohammed pleaded yesterday with the Nigeria Labour Congress (NLC) to revert on its plan to embark on an industrial action at the end of the month over the proposed N30,000 national minimum wage.

Reacting to the 10-day ultimatum issued on Thursday by the labour leadership to the federal authorities to transmit the minimum wage bill to the National Assembly for consideration immediately, Lai Mohammed advocated ‘continuous engagement’ between the two sides with a view to resolving their differences.

“Continuous engagement, I think, is the key. We will continue to engage them and I think they do also fully understand what the challenges are, and both parties are determined to ensure that a common ground is arrived at, which will be comfortable for all,” Mohammed told reporters after a meeting with President Buhari at the Presidential Villa.

We speak a lot about emotions in the newsletter (The Daily Vulnerable). Because emotions are often the way we react to the world.

But we aren’t just emotions. Don’t play small, and don’t cop out.

We are mind. The ability to dream, believe, envision and the plan.

We are body. The gift of health, sex, food.

We are actions. The capacity to create, innovate, multiply, expand, change.

We are also X – everything that we can be and have not become. Everything we can do but have not yet done.

We are multitude.

And our ability to bring our fullness into and live fully in each and every moment is the real gift of being truly, gloriously alive.

Lifebuoy further spreads hygiene message, visits Markurdi IDP camp

In a bid to further spread the message of hygiene and disease prevention through handwashing, Lifebuoy today visited Internally Displaced Persons (IDP) in Dauda Camp, Makurdi, Benue State.

With over 80 percent of IDPs in the camp exposed to menacing diseases such as diarrhea and pneumonia – which are preventable by regular handwashing with soap – the representatives of the Lifebuoy brand brought  the behavioural change  message  of hand-washing to the camp with the hope of reducing these health risks by two-thirds come 2020.

According to Lanre Odupe, Lifebuoy  brand manager: “Nigeria has one of the largest child mortality rates in the world. We were the country with the 3rd highest number of new-born deaths in 2016 and is projected to overtake India by 2021. Such unpleasant statistics are a  reminder that the local corporates have a role to play in raising awareness for interventions such as hand washing to reduce child mortality, and generally improve the health of as many families as possible.”

Benue State First Lady, Dr. Eunice Ortom, who was present at the visit further added that although the state government is doing a lot in responding to the needs of the IDPs by providing relief materials and facilities at the camps, there has also been a need for private organizations to play active roles in furthering their wellbeing through health education and the provision of materials as demonstrated by Lifebuoy and Unilever.

“The influx of persons into the camps owing to unfortunate circumstances increased the number of IDP camps and the population of these camps have continued to grow. The state government is doing all within its power to see that there is no lack in the camps. Hence, it is great to see corporates like Unilever step up and not only educate the internally displaced persons on proper hygiene practices, provide items that will go a long way in improving the standard of living in the camps,” she said.

This outreach is in keeping with Lifebuoy’s ambition reach 1 billion people with handwashing behaviour change messages by 2020.
